On Thursday, the president of the Liga de Fútbol Profesional, Javier Tebas, took part in the FIFA working group in Zurich to debate the prerequisites of the application of the regulations on third-party ownership of players' economic rights.
Javier Tebas was joined by representatives of the confederations and associations, as well as members of the various leagues and football clubs and FIFPro. The working group's first meeting took place on 2 September after the announcement of its creation at the 64th FIFA Congress in June.
The working group, presided by Geoff Thompson, drew up the norms to be included in the FIFA Regulations on the Status and Transfer of Players and will be presented to FIFA's Players Commission as well as the FIFA Executive Committee for approval.
One of the issues the working group tackled was the appropriate time until these new regulations come into force, in order to allow for a transition period of adaptation for clubs who form part of the member associations. In addition, they discussed items that influence the proposed regulations, such as the suitable definition of third-party ownership. The group agreed that one of the central points of working towards the prohibition of third-party ownership of players' economic rights would be the use of the correlation system for international transfers provided by FIFA TMS.
In December the working group, together with the Players' Status Committee, will report on the decisions made. The final draft of the report will be presented to the Executive Committee at the 65th FIFA Congress in 2015.
