LaLiga's president, Javier Tebas, took part as a speaker at the Forum FITS to raise LaLiga protest against the FIFA decision to ban TPO, last December, and defended their legitimacy in the framework of world football.

This defense coincides with the position of the Spanish National Commission on Competition and Markets (CNMC), which ruled last July that funds are legal in Spain because a ban would be an unconstitutional measure.
This decision upheld the position of LaLiga, which held a TPO's forum in Madrid last April along with the Portuguese League (LPFP), to defend and support the legality of investment funds and its regulation.
"TPO favors small clubs , small leagues and players .UEFA and FIFA have not entered in football industry. They have not evolved. When black and white TV was focusing on the boxes there were the same people that they are now. Those who lead do not know how to evolve and regulate, as did the world before the banking crisis, "said Javier Tebas in his speech.
According to the opinion of the CNMC, ban the figure of TPO, "undermines free enterprise within the framework of a market economy, guaranteed and protected by Article 38 of the Spanish Constitution of 1978," just as "single market freedoms established by the TFEU, such as the free movement of capital (Article 63) are violated, also affecting the free movement of workers (Article 45)".
